Sioux Falls police said the suspect approached a person walking down the 3000 block of South Minnesota Avenue, displayed a weapon and demanded money. Councilor Rex Rolfing cast the lone no vote. “We’re setting the next council up for a fight somewhere down the line, because I want a bicycle trail, and another one wants an indoor ice skating rink,” Rolfing said. “As a group, I’m just saying watch it folks.
